From what I can find online, this claim is associated with right wing dubious internet rumors. Obama has said he wants to put more funding into existing police agencies, he's never said anything about creating a new civilian police force.

I think the word "civilian" was twisted to make it sound scary. What he said was:

"We cannot continue to rely on our military in order to achieve the national security objectives we've set. We've got to have a civilian national security force that's just as powerful, just as strong, just as well-funded."

He just means we need more funding for police officers instead of just the military.

The term "civilian national security" was twisted from the intended meaning of "national security for civilians", to "national security by civilians". I highly doubt he wants to create a some kind of citizen's army, lol.
